The Russo piece errs in stating that all charters in Wisconsin are union. Charters in Milwaukee authorized by the City (not the public schools) are non-union. Ditto charters authorized by University of Wisconsin-Milwaukee. Finally, some non-profits with charters from the Milwaukee Public Schools also are non-union.
